Software Engineer

Chantilly, VA.

Comply with the Sponsor’s Lean Agile methodology.

Participate in all Lean Agile scrums, sprints and grooming sessions.

Manage the progress of Commercial-Off-The-Shelf (COTS) product integration and development efforts.

Provide O&M for existing system capabilities for search, discovery and collaboration.

Provide after-hour support on an “on call” basis.

Ensure that Contractor tasks are completed within the deadlines and on budget.

Consult and coordinate appropriately for problem resolution, task scheduling, new resource requirements, and task clarification.

Operate in partnership with an integrated team of staff and contractors.

Understand the Sponsor’s target cloud environment, such as AWS or Azure.

Coordinate and collaborate with security, operations, testing, and other teams to provide system information and technical support.

Create, manage, and update Jira tickets.

Assist in navigating the security accreditation process.

Support the dissemination of products to access-controlled users.

Develop and deploy web applications supporting the dissemination of analytic products.

Assist with prototyping solutions.

Implement changes to current applications based on Sponsor requirements.

Support the Sponsor’s representatives in the technical assessment to right-size and scale cloud services to include Government-purchasing, engineering, and architecture related activities as applicable to applications.

Track work requirements and action items to meet program deadlines.

Deliver development requirements as requested by the Sponsor.

Use a Sponsor-approved tracking system for issues and problems.

Provide applications development and programming support to develop software to implement system-level requirements.

Implement changes to the current applications based on changing partner requirements, legislation, and policy.

Conduct functionality testing for existing applications.

Develop applications and modifications to existing Sponsor applications in compliance with the Sponsor’s architectural and Authorization and Accreditation (A&A) process.

With Sponsor oversight, engage with end users, stakeholders, and project team members to understand end-user goals and business requirements.

Analyze user needs and software requirements to determine feasibility of user interface designs with time and cost constraints for Sponsor consideration.

Create wireframes, high-fidelity mockups, and working prototypes to aid in communicating and testing new workflows.

Create UX artifacts to communicate design vision and user experience using an appropriate medium (e.g., journey maps, personas, vision boards, wire frames, mockups, and prototypes).

Create and communicate interaction and UX design decisions in the most appropriate forms (e.g., user stories, wireframes, high-fidelity mockups, etc.).

Prototype concepts and designs and validate design direction with appropriate user and stakeholder input.

Work closely with the development team to deliver the best user experience possible.

Contribute towards UI design and development best practices and standards within the Sponsor’s organization.

With Sponsor oversight, lead user workshops for feedback on new designs.

With Sponsor oversight, participate in and lead a wide range of human-centered research projects including usability testing, contextual, and stakeholder interviews.

Perform usability testing for the Sponsor’s applications and platforms.

With Sponsor oversight, maintain a continuous feedback loop with users and stakeholders for UI/UX decision-making.

Critical Core Competencies

The Contractor shall provide the following Critical Core Competencies and ensure they are not single-threaded by an individual contributor for the duration of this contract. These competencies represent specialized skills, experience and institutional knowledge deemed vital to executing contract requirements.

Web Application Programming

Develops JavaScript/HTML/CSS web user interfaces using the Angular framework, including experience with, or knowledge of, additional web UI frameworks, such as React and Extended JavaScript (ExtJS).

Java Programming

Develops web services, to include Representational State Transfer (REST) APIs, Spring Model View Controller (MVC), and Spring Boot.

Requirements

REQUIRED SKILLS AND DEMONSTRATED EXPERIENCE

Demonstrated experience in technical project management with full lifecycle software development.

Demonstrated experience estimating and managing software development schedules and deliverables.

Demonstrated experience working in an Agile development environment.

Demonstrated experience developing detailed software design and associated deliverables.

Demonstrated experience in translating customer and system requirements into design.

Demonstrated experience designing new system interfaces.

Demonstrated experience coordinating, supporting, and participating in program meetings and reviews.

Demonstrated experience building and maintaining constructive relationships among customers, stakeholders, technical teams, and contractors.

Demonstrated hands-on experience developing Single Page Applications using HTML5, CSS3, SCSS, TypeScript, and Angular 2+.

Demonstrated hands-on experience developing RESTful web services using Java 8+, Spring Framework 4+, and Spring Security 4+.

Demonstrated hands-on experience working with non-relational database systems such as DynamoDB (other on-the-job database experience accepted).

Demonstrated hands-on experience with troubleshooting of Internet/Web related protocols and technologies (e.g. Tomcat, Nodejs, Web Services, and SSL).

Demonstrated hands-on experience developing JUnit and Jasmine tests and experience with testing platforms such as Jest or Karma.

Demonstrated hands-on experience working with DevOps tools such as Git, Jenkins, and Nexus.

HIGHLY DESIRED SKILLS AND DEMONSTRATED EXPERIENCE

Skills and demonstrated experiences that are highly desired but not required to perform the work include:

· Demonstrated experience with Sponsor’s technical collection.

· Proficient in all of Sponsor’s classified datasets and data collection and repository tools.
