Software Engineer

Northern Virginia

Contractor Team shall:

Develop, build, and deploy custom automated collection capabilities in a cloud environment.

Document collection architecture, system, design decisions, and software operations.

Build custom file-format transformations in to meet enterprise data transfer systems requirements.

Perform end-to-end quality assurance of data.

Troubleshoot and correct issues with existing collection capabilities.

Identify and document areas for improvement in workflows or systems for Sponsor’s consideration.

Attend and actively contribute to regular meetings.

Cross-train on existing collection tools.

The Contractor Team shall also support related infrastructure and application development initiatives, including but not limited to:

Monitoring, alerting, and reporting (e.g. dashboards).

Automating data transformations and transfers to other systems.

This work is inherently collaborative and requires regular and ongoing interaction with Sponsor’s staff across various Sponsor components, as well as other industry partners. The Contractor shall work in a cooperative manner with all Sponsor components, Sponsor’s IT and IC partners, other Contractors and teams supporting the Sponsor, as well as business and mission stakeholders of the Sponsor’s dissemination platform.

CRITICAL CORE COMPETENCIES

The Contractor shall provide the following Critical Core Competencies and ensure they are not single-threaded by an individual contributor for the duration of this contract. These competencies represent specialized skills, experience, and institutional knowledge deemed vital to executing contract requirements.

Cloud Services

Experience with the Sponsor’s cloud environment.

Java and Python Programming

Programming in Java and Python.

Requirements

REQUIRED SKILLS AND DEMONSTRATED EXPERIENCE

The Contractor shall ensure, for the duration of the contract, that Contractor personnel assigned to work under this contract maintain institutional knowledge and competency level necessary for all required skills, to include demonstrated on-the-job experience.

The Contractor Team shall possess and provide the following required skills and demonstrated experience:

Demonstrated experience leveraging a background in programming, software tools and packages, operating systems, and networking to solve collection needs in cloud environments.

Demonstrated experience with the ability to listen and transcribe from mission need to technical requirements for Sponsor’s consideration.

Demonstrated experience with the ability to reflect back an understanding of the mission need described and convey how a technical solution will deliver mission results.

Demonstrated experience prioritizing work based on mission need.

Demonstrated experience documenting and communicating technical and non-technical mission requirements for all audiences.

Demonstrated experience working with other technical teams across multiple organizational boundaries.

Demonstrated experience with assessing project requirements and making informed recommendations.

Demonstrated experience with Python.

Demonstrated experience with Linux shell scripting.

Demonstrated experience building Docker containers and images.

Demonstrated experience with cloud services including Lambda Functions and Layers, S3, Batch, EC2, EventBridge, SQS, SNS, IAM Roles, DynamoDB, and Container services.

Demonstrated experience using AWS Cloud Development Kit (CDK). CloudFormation, Terraform, or similar are not substitutes for CDK experience.

Demonstrated experience transforming data in various file formats into common formats such as json, csv, or xml.

Demonstrated experience working with application developers to identify and implement infrastructure and deployment requirements.

DESIRED SKILLS AND DEMONSTRATED EXPERIENCE

Skills and demonstrated knowledge that are highly desired but not required to perform the work include:

Demonstrated experience with tools such as IDA Pro, Ghidra, JADX, or APKtool.

Demonstrated experience with multiple cloud providers.

Demonstrated experience with other programming languages besides Python.
