Capital Planning and Investment Control (CPIC) Specialist (15.20)
OCT Consulting LLC is a boutique management and strategy consulting company that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT is looking to bring onboard an intelligent, intellectually curious, organized, diligent, and detail-oriented CPIC specialist / Business Process Analyst. This person will work as part of a small project team in the Office of the CIO (OCIO) at the U.S. Department of Treasury. The individual will directly support all CPIC activities, including Total Business Management (TBM), and must also be a solid general management consultant, capable of independently leading day-to-day activities for the CPIC work stream and all other duties as assigned. This position is contingent upon project award and funding.
Responsibilities and duties include:
· Cost, Schedule, Performance Reporting:
o Manage the data calls, information assimilation, reporting, and all aspects of CPIC processes, collaborating with internal and external stakeholders, as needed
o Assist with all Treasury OCIO and OMB requests for cost, schedule, performance information and other IT-related data calls
o Support activities related to Total Business Management (TBM)
o Develop spreadsheets, presentations, and documents related to CPIC and other topics to support the OCIO
· Acquisition Support:
o Assist with input of Procurement Requests (PR) into Treasury’s procurement system
o Update the Technology Division’s PR and budget tracking system
o Assist with the tracking of Treasury’s FITARA requirements
· Develop and lead briefings to senior leaders, including the CIO
· Note that this is an excellent opportunity to work with a team of management consultants who are working closely with high-level government executives to build and execute processes and plans for a Federal agency
Requirements
Qualifications and Skills
- Must currently possess an active Secret Clearance
- Ideally 5 or more years supporting and managing CPIC processes in a Federal environment and ensuring IT projects deliver value; OR significant exposure to CPIC processes and experience managing IT data calls and reporting requirements for cost, schedule, and performance
- Ability to manage data calls and have attention to detail when assimilating data into spreadsheets and reports
- Ideally knowledgeable on (or at least exposed to) OMB A-11, FISMA, FITARA and other CPIC and IT-related regulatory requirements
- Experience with IT governance structures, budget integration, OMB reports (e.g., Exhibit 53/300) for IT investments and federal acquisition is a plus
- Strong management and communications skills; ability to work independently
- Ability to work with and influence stakeholders inside and outside of your organization and ensure that your client is satisfied with your work
- Demonstrated critical thinking and flexibility in supporting a diverse set of projects
- Bachelors degree, ideally in related field (e.g., business, policy, IT, finance)
Place of Performance
Services shall be performed at Treasury locations in the Washington DC metropolitan area. These include primarily the Vienna, VA office location. Remote work may be available, depending upon the needs and approval of the client.

Salary: $93,124.00 - $126,232.00 per year, commensurate with experience and education.
