Full Job Description
Employee resignation results in our redesign of an existing position and its move to the Controller's office. Our hire will prepare and perform duties that generate a biweekly payroll for 600+ union/nonunion positions up to the point of final review, transmission, and related tax reporting/filing; supervise maintenance of required records; ensure preparation of reports and data as needed and in accordance with applicable employer policies and procedures; ensure compliance with all required federal, state, and local laws and regulations; uphold accuracy and real-time maintenance of employee database, timekeeping system, and assigned fields within payroll system.
Essential duties include verifying completion and proper approvals to process employee transactions such as changes, retroactive calculations, payment plans, and payment authorizations/requests; reviewing input to ensure entries comply with policy and are accurate; researching and resolving issues; monitors and tracks compensatory time earned and used by eligible County personnel, coordinates with respective employee and/or supervisor to resolve discrepancies/answer questions; reviews and acts on Salary Board minutes, updating employee database, timekeeping system, and/or payroll system accordingly; performing high-volume data entry; ensuring compliance with multiple collective bargaining agreements, employee handbook, and relevant laws; generating 1095 reports; serving as systems administrator for employee database, timekeeping system, and assigned fields within payroll system; serving in help-desk capacity; initiating recommendations and implementing programs to ensure optimum use of payroll, timekeeping, recordkeeping, and Human Resources systems; maintaining employee files; and working closely with all members of Human Resources Department.
Requirements
Qualified applicants will hold an associate degree in a business-related field; and may be substituted with an active Fundamental Payroll Certification (FPC). Candidates must have at least two years' progressively responsible experience with administrative duties, preferably within both human resources and payroll; possess the ability to define problems, collect data, establish facts, and draw valid conclusions; possess a working knowledge of the Affordable Care Act, ADA, COBRA, FLSA, FMLA, and HIPAA compliance within one year of placement into position if without it at time of hire; moderate math skills and knowledge of basic accounting principles and internal controls; proficient computer skills; strong customer service orientation, attention to detail, and accuracy; demonstrated experience working in a fast-paced environment with frequent interruptions, frequent change, the need to set schedules and meet deadlines consistently; comfort with public speaking, and saying no.
